Smith’s Cove, Jordantown, Acaciaville, Bear River, Morganville
Encouraged by members of her community, Councillor Joan Ross ran for municipal office to help represent local voices and continue a long-standing commitment to volunteerism and community involvement.
She serves on all Council Standing Committees, as well as several boards and committees, including the Heritage Advisory Committee, Planning Advisory Committee, Marketing, Levy and Promotion Committee, Source Water Protection Committee, Digby Area Housing Working Group, Waste Check, and the Digby Area Tourism Advisory Committee.
A core priority for Councillor Ross is being visible, accessible, and engaged with residents. Key issues across her district include transportation, access to services, affordable housing, and public safety. Through improved communication and collaboration, she aims to strengthen connections between the municipality and its communities and support inclusive, sustainable growth.
Joan previously lived in the municipality from 1983-1987 and returned in 2006, where she has lived ever since. She values the people, the pace of life, and the diverse cultures and natural beauty that make the area unique.
Retired in 2023, Joan spent nearly 40 years as a physiotherapist working in both public and private practice. For 30 years, she also served as Registrar for the Nova Scotia College of Physiotherapists and held leadership roles at both provincial and national levels, gaining extensive experience in policy development, governance, mediation, and public service.
Originally from Cape Breton, she grew up in Dartmouth, attended Dalhousie University, and now resides in Smith’s Cove. She remains actively involved in the community through church leadership, volunteering, and participation in local events. In her free time, she enjoys spending time with family, friends, and her dog, as well as camping and reading.
Councillor Ross encourages residents to connect with her at community events, during scheduled meet-and-greets, or by phone or email to share ideas, concerns, and priorities.
